Each Seller sets their own Handling time which is when they need to ship an item to avoid a Late shipping defect. If memory serves it can be set from Same day out to 30 days.
When you look at a listing it will give you an "estimated delivery" which is a combination of the Seller's Handling time, the shipping class selected and some factoring for how the Seller historically ships. That is when you can expect it to be delivered, if not then you file a claim through eBay (within 30 days of the estimated delivery date) that you did not receive the item. Follow the steps int he claim to an ultimate refund.
