Sellers must ship within their stated handling time which is part of the estimated delivery date for the item. If the handling time is in excess of three business days then it will be stated in the shipping section of the listing. Keep in mind that not all sellers will ship using the eBay shipping center so no tracking number may be entered for the item. You are protected by eBay so keep an eye on the last estimated delivery date shown on your purchase history. Once this date passes by at least one full day you can open an "Item not received" case if needed. If the seller cannot prove with tracking that the item was delivered or is still moving through the carriers system within three days you can "Ask eBay to step in" and they will force a refund from the seller.
