how long do I wait for an item I bough to ship
I find 3 days is the norm. I reached out to the seller today, 1.07 with a request for an update. But in the event they do not ship... in a timely manner... what are my options for a refund?

Mentor9 months ago@jshbw Sellers can have handling times of 0 to 40 days. They just have to make sure that the item arrives by the last estimated delivery date stated on the listing.
The tracking is for the sellers protection to prove delivery. You are covered by the eBay Money Back Guarantee.
Sorry your purchase didn't go smoothly. Here's how to get your money back.
Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date . If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.
Select your item on this page to start a refund request:

4 business days after you file the refund request ask eBay to step in and help if the seller has not refunded you.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
