How is it possible for eBay to not guarantee PWE shipping?
How is it ok for eBay to hit sellers with defects on PWE shipping issues like, “Hasn’t Recievedâ€, “Late Deliveryâ€, “Not uploading tracking number†and other things when they literally have a whole page written up about how they don’t guarantee PWE shipping??
They tell us hobby shops to ship raw cards via eBay PWE, but then I have to go digging to find out why I’m having so many issues with eBay and PWE shipping. This is so messed up!!

You have some misunderstandings about shipping. Ebay is a site in which we sell on. Ebay doesn't guarantee what you ship or the shipping method you chose to use.
All the things you describe are in the rules for sellers. Your choice to ship without tracking is a dangerous choice.

You will also want to keep a close eye on your Seller Status to make sure you don't drop below standard and then have to pay the penalty fee of 5-6%.

OP1 year agoI’ve been a Top Seller for over a year. It wasn’t until January of 2025 that I started to have issues with defects from eBay and shipping PWE using eBay’s labels. Right now I’m Above Average even with all the nonsense and I’ve been selling on eBay for over 20 years, the only reason it looks as if I haven’t is because I decided to Incorporate my business and go larger and legitimate with my shop, website and eBay. eBay is the only place I have issues with and only when I use PWE shipping.
A lot of my cards are listed as a bin for a low price or all auctions starting at .99¢. If I ship them how I would prefer, the shipping could very well outweigh the price of a card. I changed my shipping policies for a while at the first of the year so that I wouldn’t have these issues. Sales completely stopped except for my high end cards that require more expensive shipping or shipping to eBay for verification. So I went back to PWE in hopes it was just a fluke. But here we go again.
Instead of all the articles and stuff, can you just tell me the best way to bypass this PWE defunct shipping option, while not charging people more in shipping than they paid for a base card at .99 or $1.99?? I honestly want to know. If I need to sign up with an online shipping company and buy a subscription or even a different label printer; I’m game for that. I’m just tired of buyers messaging me after 5 days from the day the “bought it†but didn’t pay for it asking me why they don’t have their card and when I don’t have the answer they want; they file a “hasn’t received†and become jerks.
I just want to figure out a way to fix this mess and no one has been able to give me a straight answer or even anything that made sense that would help.
I appreciate any and all helpful advice.

@mam98031 gave you the answer - use the eBay standard envelope. It is a label for a PWE that provides limited tracking, but does include protection as long as the label is scanned at least one.

OP1 year agoWhat do you think I’m doing? I’m not stupid guys. I have a Masters, work in Finance and have my card shop on the side with someone managing it. I know how to read directions, follow instructions and do things right.
You gonna tell me this doesn’t pass for PWE?
I can’t control whether it gets scanned or not. If you don’t know that usps can’t scan these then you are in the wrong convo. They get run through the machine and not one card I have sent out has ever given me an origination scan.
I live 100 yards from my PO, make drops every day and they HATE these things!
So thanks for helping me fix my problem. You added no solution or help. The only reason I’m in here giving so much grief is because evidently customer service doesn’t want to do customer service for the last 3 days. I can’t get anyone on chat or phone. They want me to email them, but I’m still waiting for two different emails on escalated issues from over a month ago. I thought I might be able to find a fix in here but it’s not looking like it.
So, @everyone …. if you can guide me beyond what this picture proves and the fact that I don’t work for usps so I can’t deliver it…please reach out. I’m so tired of the impatient buyers and rude buyers who think this is gonna show up in 5 days with the state of usps and these labels to boot.

I didn’t mean to insult your intelligence - you said PWE, not ESE.
There is no origin scan because the ESE is scanned by the letter sorting equipment, not the package scanners. As I’m sure you know, your PO cannot scan them as accepted.
If you are printing the ESE labels, or any labels through eBay, there should not be any tracking not uploaded. That said, they will not try to correct it for you unless it is going to change your seller status. Do you file claims for the not received? This is the best way to provide feedback to eBay on the ESE program.
But to your original question - how do they not guarantee ESE shipping - eBay has no control over the PO, so they are not going to provide any better protection on ESE shipments than on regular usps shipments.

OP1 year agoI can agree with you on why they can’t guarantee it. They aren’t usps, just like I’m not. But don’t put “first class U.S. postage†on those labels; because it’s not. Plus I’ve never seen the ESE tracking numbers ever track other than when I get a green dot on my order showing me that it got delivered.
Yes I do file claims as much as possible; I say that because I’ve been given dates of which the situation needed to be resolved and then a day or two before, they close it and I get hit with a defect.
So you are differentiating between PWE and ESE….just curious why? PWE through eBay can only use the ESE tracking…correct?? That is the biggest point for using PWE right? Specifically for sports card shops like myself.
So how can I legitimately fix this? I don’t want anymore of these issues, yet I don’t want my shipping to cost 2-3X more than the card they purchase.
Im looking for legit help in fixing this for my customers happiness. If I can fix this I can be a Top Seller in no time.

PWE is just an envelope with stamps. You hand write the envelope, no label to print. This is what the ESE is meant to improve upon. Before the ESE sellers using the PWE had no chance of being top rated.
Have you ever checked this link for tracking - https://www.trackmyshipment.co/ - I have never sold cards, but I have read that sometimes there is more tracking info there than what gets picked up on eBay.
I’m sorry we don’t have any better insights - so much is up to the PO, there are no good answers.

OP4 months agoLet me ask you this then….I've become… and been this whole time; disabled so I literally can’t sit there and read long stuff all day. It messes with my eyes and then I get headaches that sometimes turn into seizures. It not fun at all, so basically I’m asking just for some solid advice or an answer to this question. I changed the way I was sensing things and everything got better. But just recently, I had 2 Did Not Receive and had to refund. I know I can file a claim. But I don’t know what to do about shipping. Sometimes certain cards aren’t worth very much to some people but that one person will find it and be so excited. Plenty of my cards are under the $20 max right now in order to use a Plain White Envelope for $1.25. So, what would yours or anyone else’s words of wisdom be for me when it comes to shipping a card that is brand new, but I’m only selling it for $2.19, or even $1.09…Do you have a successful way to get them the card with out them having to pay for USPS Ground or worse??
