How does one contact eBay about a suspicious seller?

I Purchased an item seller had 8 for sell it sold out, a few hours later they had 8 more of the same items listed again. I messaged seller asking about shipping turnaround was told he would ship item when he got to it. Looked for a phone # to contact eBay on this matter about something didn't feel right about this seller couldn't find a # to give them a heads up on this matter. Now the sellers listing has been taken down due to a policy violation. Tracking # sent by the seller is a fake # according to USPS. Will our purchase price automatically be refunded. Has anyone else run into this problem this week?

After the latest estimated date of delivery has passed by at least one day without receiving your item you need to file a refund request.
Go to your My Ebay page >> Purchase history
· Select “More actions” beside your item and then “I didn't receive it.”
· Click the box beside I want a refund.
· Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
· Find the item in your Purchase History
· Select See request details
· Select “Ask eBay to step in.”
