How does ebay handle scammers?
I purchased a LEGO set from "timbala" that he never sent. He is now attempting to sell the same LEGO set for the same price under his new account "timbalat". He used the same picture for both accounts (which now appears to be generated), so I know it is the same individual. His "timbalat" account has one eBay automated positive feedback (which I find suspicious), and my unfavorable feedback for "timbala" does not show up on this new account. Does eBay have safety measures to eliminate or block this type of account? If these scammers aren't blocked from selling when brought to eBay's attention, it will discourage me from doing business on eBay. eBay has refunded me, so I'm good, but I would love to prevent him and sellers like him from scamming buyers or eBay again.

eBay can not check a sellers inventory that is why they have the eBay Money Back Guarantee
Did you file a refund request? The not received refund request or not as described return requests both go on the sellers record. If they don't refund willingly and eBay has to force a refund it hurts their account even more.

Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date .
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
