Here is a link to your Shipping labels page: Track and manage your shipments (ebay.com)
Find the label in question, use the pull-down menu on the left and select the Void function within 5 days of the label purchase ... your account will be credited within 21 days.

Seller Hub > Orders > Shipping labels
You have 5 days to VOID the label. The USPS will credit your account in 2-3 weeks after they have determined that the label was never used.
