How do you use the eBay AG program when the item doesn't include it?

If I buy jewelry from overseas, can I still use eBay's authentication service even if the seller doesn't offer it?

@urwe3039 . Keep in mind that when buying jewelry, or other items, from overseas that returns are more complicated if the item is not as described. Also tariffs are due on all imported items unless the order is shipped with Speedpak from Japan or China.
