Not all items can ship to all countries due to import restrictions AND restrictions of the eBay International Shipping Program.

The question is somewhat confusing. If you are enrolled in the eBay International Shipping Program (eIS), eBay already excludes certain countries if the item can't be shipped there.
With eIS, there is no need to exclude any country.
