Buyers cannot stop Auto-pay. It is a good feature for eliminating certain scammers and unpaid items. While you may not be either there are enough who are that eBay implemented the feature last year and is slowly rolling it out to all Selling accounts.
When they roll it out to Selling accounts the default setting is ON so Sellers have to turn it OFF if they don't want to take advantage of the feature. If you buy from the same Seller(s) you can always ask them to either turn it off OR add you to their Exemption list ...

·2 years agoYou can't, that's an option the sellers can use to make sure they get paid if they accept and offer or some one wins an auction.
