How do you report a scammer to ebay.. Seller: qinglan-91 Order Number: 10-13779-15246
I did a transaction with this seller, who shipped an item (not what was ordered), deliberately made errors in the shipping address ( so the post office won't deliver) and they have closed their account. So that mean; I can't leave feedback; I can't attempt to resolve anything as I am always redirected to the seller (nothing happens as this account is closed. I am also not seeing anyway of even leaving a strike against this seller.. So I guess there can reopen this account or other accounts an do it again.

Mentor10 months agoGo to your Purchase History and locate the purchased item. What is the last estimated delivery date? You have up to 30 days past that date in order to file an Item Not Received case, to get your money back. Once you file, the seller has 3 days to provide a tracking number that shows Delivered or issue a full refund. If the seller does neither, on day 4 you return to the case and click Ask ebay to step in, to force a refund.
If it is past the 30 day limit, you will need to log into Paypal and file an Item Not Received case there, if that is how you paid, as they allow up to 180 days from date of purchase to file, to get your money back.
If you paid with a credit card, file a charge back with your credit card issuer.

eBay's protection still applies even if the seller has been removed -- though there is no point leaving feedback for the closed account. As long as tracking does not show a successful delivery, you should be able to file an "item not received" case and win.
Here is what eBay says about removed listings:
"What happens if I bought something from a seller who's been removed from eBay?
If you haven't paid for the item, you won't need to. The item should've been removed from your purchase history. We encourage you to look for a similar item from a different seller.
If you already paid for the item, please follow these steps:
If you receive your item, but want to return it, you can request a refund."

OP10 months agoThe first link take me back to Contact the Seller, which goes no where. The 2nd link requires information that I don't have (their email and telephone), it is also is not accepting my order number because it is still listed as open.

Mentor10 months agoYou do not need to contact a seller or have the seller's email or phone number, but you do need to be signed in to the same eBay account you used to make the original purchase to get help from eBay. Or, if you purchased as a guest, you need to sign out of this account and then use the "order details" link in the email you received from eBay.
If you are unable to file an "item not received" case, request a call back from eBay here:

If you are unable to get a call back, that may be for several reasons; a location outside of North America, VOIP phone, and call blockers (personal or that of a service provider) are often issues.
