How do you report a scammer?

Question

Purchased a set of speakers online. Seller intentionally sent a used set. I called an Ebay number listed online. That was a scam. The â€œ customer service repâ€ wanted me to purchase an Ebay card at CVS to apply a credit to reimburse me. Any idea how to at least list the seller as a scammer? Thanks

If an item you receive is not as described, you can return it at the seller's expense for a full refund.
