You can also require payment info at time of bid or offer - set those requirements here - https://www.ebay.com/bmgt/buyerrequirements

Also set immediate payment required on your fixed price (buy it now) items. That is an option int he pricing section when you list your item.

When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

In Seller Hub, go to Orders.
Find the order you want to cancel, and from More actions, select Cancel order.
Select "buyer didn't pay" as the reason for the cancellation and then select Submit to finish.

Place the non-paying buyer on your Blocked Buyer List:

Set your buyer requirements to block buyers who caused cancellations of 2 unpaid purchases within 12 month(s).
