How do you get through to someone to appeal a decision?
I recently ordered some silverware from a seller here on Ebay, this person put silverware in an envelope!!?? Well, the post office brought me an empty envelope torn open, with stickers stating that the envelope was empty on arrival, no contents that they got that way? I reached out to the seller asking for my money back and heard only that the seller was waiting to from EBay. I finally sent a message to eBay and they rejected my request because the tracking said it was delivered!! I’m very upset! I tried to post an appeal but have heard nothing. What do I do now??

You should open a Return Request...( it sounds like you opened an Item Not Received case before)
The reason could be", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.

Take a photo of the envelope with the stickers an add it to the case.

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
The seller should refund you in full. If the seller insists you return something, return the empty envelope.
The seller could file an insurance claim with USPS, but they should refund you in full, regardless.
