How do you file a complaint on a seller??

Question

I bid on 2 beautiful bettas and surprisingly was not outbid. The seller was paid through my bank on Feb 15, and over this past weekend saw that the seller cancelled the orders claiming I cancelled them. I did NOT!! I think the seller cancelled as did not want to sell for such low prices assuming the bids would have gone higher. I'm FURIOUS!!! I was excited to get them and even set up new tanks for them. This is **bleep**!!!!
