How do you dispute a charge for an item you didn't order and did not receive

My credit card was charged for something that is not in my purchase history. I do not know who created the charge to go back to them.

If you have no purchase or open offer, call your credit card issuer and report your card compromised. They will freeze your card, issue a new one and dispute the charge with eBay.

eBay customer service cannot find a transaction by your card # - they do not have access to the card details. They also cannot give you any details on a transaction not made through your account.
