How do you call Ebay?

I had a buyer buy something and then Ebay told me NOT to ship it to them as the buyer was a fraud. They closed the account, the buyer does is 'No longer a registered user.' yet I owe $ MINUS fees. How do i get the transaction voided? Thankfully i never shipped the product.

@doveav . If you owe minus fees in green that's a credit on your account. You are free to relist the item. Go to the sold item and select sell similar from the drop down menu next to it.
