How do we report sellers for selling pre-owned items as new?

Title says it all. The form isn't working. AI is useless. I would prefer a human to interact with.

If you receive an item that is not as described, file a "not as described" return to get your money back.

You can report listing violations using the "?" icon in the lower right of the listing, but if eBay needs to look at the actual item to make a determination about the condition, such reports may not be effective compared to returns from actual buyers.
