How do sellers determine if Promoted Listings are worth the fees.
Now that sellers are charged a promoted listing fee for ANY of their promoted listings that have been clicked on by ANYONE, my % rate went from about 30% of sales being sold through promoted listings to a 90% rate in the first day.
How do sellers determine a strategy to use Promoted Listing to their benefit? How do we calculate our sales to see if it is worthwhile to continue using Promoted Listing?

I abandoned Promoted Listings at the end of 2023. That was after years of success running one 30 day campaign once a quarter. Then in 2022 eBay made several changes, they fully launched Promoted Listings Advanced, changed how Views are counted and magically doubled and tripled their "Suggested" ad rates for PLS (Promoted Listings Standard) - which is what I used.
This caused sales to be unsustainable and back then the 30 day attribute ONLY applied to a PLS listing that was clicked on. Now, and as you have figured out, eBay has it so they can collect their ad fees on more items sold by a Seller who uses PLS.
My advice is NOT to use Promoted listings. Set your price at the lowest amount you are willing to sell for and the price should cover your cost, eBay fees and your target profit margin. Then wait for the items to sell.
Keep in mind that part of selling online is a numbers game, the more you have for sale the better chance you will have that something will sell.
