You can use the "Contact seller" link found in the listing, if you don't mind running the risk of getting blocked. eBay has started including Make Offer in listings without the seller's permission, indeed even without the seller's knowledge, and the seller must go through a frustrating process to delete it. Offers might be a sore spot with the seller.
