Not sure what "Privacy Agreement" you are talking about.
However, eBay did send an e-mail to (apparently) everybody today to let us all know about some changes to the eBay User Agreement. eBay specifically mentions changes to some provision in their Legal Disputes policies.
It is not a long e-mail. It uses common every-day words in the English language, except, perhaps, for "anti-scraping prohibition", but says that is used in relation to "bots used for AI." But people sure are having trouble with it, and I am not sure why.
I'll copy the last sentence of that e-mail, and break it down into reasonable phrases, which I certainly hope will make it easier to read and understand. It says:
"If you keep your account with eBay, you agree that
your continued use of our services constitutes your acceptance
of the updated User Agreement, including the agreement to arbitrate. "
If you agree to the relatively minor changes to eBay's Legal Disputes policies, there is nothing for you to sign.
Those minor changes are (1) a clarification of eBay's Class Action Waiver (they will not participate in any class actions) and (2) a clarification of How To Opt-Out of the Arbitration Agreement. Oh, and they updated the physical address for mailing certain legal notices to eBay. I think the overwhelming majority of eBay Users will welcome the clarity.
You sign the user agreement by virtue of continuing to keep your account open, so no action is needed (reread the email which instructs you on this). Only if you don't agree with the user agreement, you then need to close your account.

"No option to do it after reading it."
