Select create policy on the upper right then select payments. For most listings it's just going to be payments managed by eBay. You do have the option of the other payment methods for select categories. You also can require immediate payment on Buy It Now items if you wish.

You can opt out of Business Policies on the upper right of the bossiness policies page if you prefer to just create your shipping, payment, and return policies on the listings as you create them.
