How to report keyword Spamming?

Every listing should have a "?" icon in the lower right if you are using a desktop browser. That can be used to report listing violations or technical issues.
Whether eBay will take action when keyword spamming is pointed out is another question.
In the long run, you may be better off avoiding listings with spam keywords by choosing some appropriate keywords from the spam list to exclude from your search.
