How do i report a seller to ebay?

I bought an outside light, which was advertised as waterproof. The first time it rained the light stopped working, this was after 1 month. The seller offered me 20% refund which I refused, then 25% which was again refused. The seller will not answer my emails anymore.

Warranties are between you and the seller and/or manufacturer. After 30 days ebay can't help you, but you can still ask the payment processor to for up usually 180 days.
