How do I report a seller for dishonest behavior
I purchased an item, waited a week, it was never sent, so I cancelled the order.
In response they lied and said the item was sent and sent me a pre-shipping number from USPS created aft my cancellation request. With an arrival date of November.

Buyers cannot unilaterally cancel, a buyer can only request the seller cancel, and the seller is not required to do so just because a buyer asks, particularly after a week.
The purchase you made had an estimated delivery date. If the item does not arrive by the last estimated delivery date shown at the time of your purchase, the next day you can file an "item not received" case with eBay. The seller will have three business days to provide tracking that shows delivery or refund you. If the seller does not do either, ask eBay to step in and force a refund within twenty-one business days of opening the case.
