How Do I Report a Scammer?

I just sold a laptop on eBay. Shortly after the auction ended, I got an eBay message from a person claiming to be the winner and asking me to please ship to a different address because he was buying the computer for a friend. The user ID didn't match the winning bidder and had been created the same day. Obviously a scam.

I checked with the actual bidder to make sure it wasn't him, and it wasn't.

I can't figure out how to report the scammer on eBay. All the customer service links just point to articles, not to any actual way to report someone.

In the Actions dropdown on the message, you can use the report link.

Please note that even if the message did come from your buyer, you would lose your seller protection if you shipped to any address other than the one on the payment. The correct process would have been to cancel the transaction using the reason that there was a problem with the address, relist so the buyer could repurchase, and instruct the buyer to select/add the correct address at checkout.
