How do i report a buyer who has not returned items he did not want
I refunded him his money for two rings that he said were not as described. He has not sent the rings back to me.

When a Buyer files an official eBay return claim and is issued a return shipping label the Seller needs to wait until they receive the item(s) back before issuing a refund - which is typically done through the claim process.
If you refunded BEFORE you got the items back the Buyer is under no obligation to ship them. You have basically given them the items for free.
