How do I report a bad seller?
Summary: 3pugsinavette reported purchasing a dress for $177 that has not been delivered. The tracking information shows only that a label was printed, and the seller has not responded to emails. eBay will not allow them to escalate the issue for another two days, and the seller is still listing items despite receiving negative feedback. 3pugsinavette believes eBay should intervene to protect other potential buyers.
July 25 I purchased a 177 dollar dress I have not received the dress, the "tracking" shows only that a label was printed but never received, and they have not responded to multiple emails. Ebay won't allow me to escalate for another 2 days... yet they allow this seller to continue to list 54 items for sale. They have been receiving negative feedback in the past few days for not fulfilling orders. That is a potential 54 more buyers scammed... I think eBay should intervene.

eBay WILL intervene once you ask them to step in after two more days through the case you opened.
If the seller doesn't refund before you ask eBay to step in, there is nothing to report. If the seller doesn't refund, eBay will refund from the seller's account and award them with a defect on their seller record, so there is nothing more to report. Too many defects, and the seller will go bye-bye.
