How do I refund the shipping label???

Question

I need to request a refund on shipping label for an order I had delivered. Somehow I was charged a second label recently when it has been delivered about a month ago.

I searched it up and people say under the actions drop down next to the order it gives you an option to refund it.

How do I contact a human being that works for eBay to give me my money back???
