how do I receive a refund on a recalled item sold through Ebay?

Ebay sent me a recall notice for a luggage scale and I am trying to find out how to get a refund.

This is something that should be handled directly by manufacturer. However, if under 30 days and barring any other instructions from ebay, open a Return Request for an ITEM NOT AS DESCRIBED, defective. Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
