How do I reach ebay?????????

Bought an item 9 days ago, not arrived and no tracking. Ebay makes it impossible to contact them, I am a seller I must ship within one business day or I get penalized. email or phone contact into with eBay would be appreciated.

Go to your Purchase history and locate the item. Look at the estimated delivery date. When it is at least 1 day past that date, but not more than 30 days past, you can file a refund request for Item Not Received. The seller will have 3 days to respond with either a tracking number showing Delivered or refund you in full. If the seller does neither, on day 4, go back to the case and click Ask ebay to step in, to force the refund.

Actually they say I should wait longer via an automatic response message, Lights are on but the elevator does not go to the top floor!!!
