How do I re-activate a complaint closed by ebay for an old puyrchase when refund was not received?

I bought a Dyson vacuum wand and it didn't fit the model despite being listed for that model. They offered me $20 refund on a $60+ item which I refused, then they offered more. I wanted a full refund so I posted it back to the seller in China at my expense, so total out-of-pocket now $83+. The return postage took so long to get back to them that ebay closed my complaint two days before it was received by the seller. I cannot work out how to complain about this as I have never received my refund.

Once an eBay case is closed it cannot be reopened. You may still have recourse through your payment method. PayPal and most credit cards offer some protection for up to six months.
