How do I put in a claim on a USPS package that is lost in transit
I sold an item on July 16th. It states arriving late at facility. It’s been a month and still hasn’t arrived. Customer wants a refund .

I would start by filing a trace on the package, especially if its USPS. You can do that here:
https://www.usps.com/help/missing-mail.htm
Has the customer merely requested a refund via message, or did they file an INR? If they filed an INR (Item not received) then add the tracking to that case to buy you some time.
Follow those steps above (assuming its USPS) and see if it shakes the package loose. After a short bit of time, USPS may come back to tell you to file a claim for your missing package. At that point you can then refund the buyer.
Keep in mind, you file the claim, and USPS can reimburse you for your selling price up to the limit of the coverage you paid for. (most of it defaults to 100) You will need to provide a copy of your sold item invoice from eBay.
Then, they will reimburse you. The package may still eventually end up with the buyer at a some point, but they will have been refunded, you will be made whole as well. USPS eats the loss in these cases.
