How do I offer my item to next highest bidder
Despite stating on the listing that an item was collection only due to it's fragility, the winning bidder refuses to collect and only wants it posting. I have cancelled the sale and issued him a refund, but I can't see how I can offer it to the next highest bidder. Ebay instructions state you go to "More Actions" within the listing, but I can not see this. Any ideas?

Here are steps to do a Second Chance Offer
✓ You can do a Second Chance Offer after you have canceled the first sale but haven't relisted yet.
1) Find your listing here: https://www.ebay.co.uk/mys/overview
2) Select Second Chance Offer from the drop-down list to the right, and then Continue.
3) Select the quantity of items (typically 1) you have to sell, the duration of the offer, and the bidders you want to send offers to. Then select Continue.
Tip: Some buyers have opted out of promotional offers, and therefore won't show as eligible for a Second Chance offer.
- In that case, you can't send a Second Chance Offer.
- If you "relist" (not sell similar) all your watchers and prior bidders will be notified.

TIP:
- You must cancel the first sale
- Don't relist the item
