How do I make eBay actually send the refund that they promised?

I had a dispute with a seller and messaged eBay customer support. On july 31st I got a message back with this text,
"Upon further checking, we can see here that your seller did not provide any valid means for you to return the item. That being said, as part of your buyer protection, we have decided to grant your appeal and issue you a full refund without the hassle of returning the item"
Then after I didn't receive the refund for 2 weeks I messaged again to ask what was going on and got this in the response,
"I understand that you are curious about the refund. As you mentioned that its now more than 5 business days and you did not receive the refund till now. You want us to assist you further.
Here is the good news for you, [my name]
I am glad to let you know that I have closed the case in your favor successfully and full refund will reflect in your original payment method within 3-5 business days"
What's going on? Are the people sending these messages not actually able to make financial decisions?

Who/how are you messaging? In the US we have to let customer service call us. Otherwise, it is AI.
You should request a call and talk to a real person.
