How do I leave negative feedback for a buyer that hasn't paid.
The buyer has 23 negative out of 35 comments but all are positive which gives him a 100%

That means there were 23 sellers who committed a policy violation. Don't be the 24th.

Sellers can't leave negative (or neutral) feedback for buyers because too many sellers were using the threat of negative retaliation to discourage less than positive feedback from buyers no matter how warranted it was. And then if the threat wasn't enough, they would leave a scathing negative feedback for the buyer and seek a "mutual withdrawal." Since accurate and honest feedback for the seller is so much more important than for the buyer (all buyers have the ability to examine the seller's feedback profile before anything happens, while the seller is seldom able to do so and there are issues with taking action after the fact) eBay did away with negative and neutral feedback for buyers in 2008 and banned getting around that by leaving a negative comment on a positive rating (those sellers posting them are violating the rules and if the buyer reports it the comments--but not the positive rating--will be removed and eBay will deal with the violation in its own way).
On the other hand the Buyer Requirement that blocks those with 2 or more strikes in the past 12 months (or the more lenient settings available) acts automatically to block bids, offer, and BINs from serial deadbeats (IF their sellers used the proper unpaid item process instead of violating the rules--once the transaction is cancelled for non-payment neither party can leave feedback) and so is far more effective than expecting to be able to react to feedback. Did YOU check the buyer's feedback at a time when you could have done something about it?

Sellers have been prohibited from leaving negative feedback for buyers since 2008. It is against Ebay feedback policy to leave negative comments within a positive feedback.
When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.
Place the non-paying buyer on your Blocked Buyer List:

OP3 years agoWhen I select cancel order I only have the options:

·3 years agoYou have to wait until after the 5th midnight Pacific Time to cancel for non-payment. Then that choice will show up in the menu. Today you can only do those sold on 7/6 or earlier.
ETA: Also if you send an invoice to the buyer that restarts the clock, at least in certain circumstances (supposedly only if the amount changes).
