While you can use the drop-down menu and scroll down to the Send refund function (and click it to pursue a partial refund) the real issue is that eBay expects a tracking number to be scanned by the carrier within your Handling time to avoid a late shipping defect. Without tracking your funds may be placed on hold for up to 30 days.
We advise Sellers when they do what you did to message the Buyer and ask them to message you back requesting a cancellation. That way you can cancel without a strike on your account and use the reason" Buyer requested'. Then you can Relist the item with Local pick - up and the Buyer can purchase it that way and you can work out the pick-up between you and your customer.

I would suggest clicking on the 3 dots and then click Mark as shipped (even though you did not ship) and then click Send Refund. Select a reason, select an amount, submit.
In the future, if this happens again, I would suggest cancelling the transaction with Problem with buyer's account. Then relist the item with Local Pickup, and send the buyer the item number. Buyer purchases and pays. ebay sends the buyer a message with a QR code as well as a 6 digit code. The buyer gives those codes to the seller to enter into the transaction to show that the buyer picked up the item since there is no tracking to confirm delivery.
