How do I go about appealing Ebays decision to refund the buyer after he/she misused Ebays Return policy?

Is there some type of an appeals court for my situation? I sold an expensive 52volt escooter battery to someone for just $200. The buyer stated it was no good and wanted his money back. I said I think your wrong but go ahead and send it back. He sent some broken battery in 3 different pieces clearly (sent pictures in to ebay) not my battery. I reported the buyer and a filed a complaint. After about 10 days Ebay told me to contact the buyer and then immediately closed the case in favor of the buyer. I wrote to the buyer and asked why he sent a different and broken battery instead of the one I sold him TWICE. I asked if he would please send me back my battery. No reply. I asked ebays rep for further help and was told WE MADE THE RIGHT DECISION! So is this it? No further investigation? Did the rep even bother to examine my pictures of the broken battery? Ebay also stated the tracking number showed that it was delivered therefore CASE CLOSED ! So apparently anybody can buy something and send back a defective or similar broken item and get refunded for their purchase???BUT Ebay does not allow MISUSING RETURNS ! So what can I do next. Ive been on Ebay for 24 years. IM 100% ..."Toolritezone"..... My buyer is a NEW-BIE and will not respond to my emails. What can I do next? Or is EBAY starting to STINK?

OP3 weeks agodone did that. An agent I got a hold off send he would do a manual override to get my money back in a couple days. No such luck. Ebays getn crooked me thinks.
