How do I go about a buyer saying they can't pay for a month or so?

I sold an item in a 7 day listing and the highest bidder won of course. They sent me a personal message saying they their pay pal is full and they can't pay me. They said it would be over a month until they could get the funds. What do I do? Do I have to relist the item? Do I report anything? I don't know how to go about solving this.

Tell them that Ebay gives them 4 days to pay and after that the order can be canceled for nonpayment.
