If you opened a return and this is an international return the seller is offering the correct steps.

You would need to let them know the price for returning so they can send the money through a method you have PayPal is the most common option .

If the seller is overseas, the seller cannot issue a prepaid label, but will have to provide payment so you can purchase a label if the seller is required to pay for shipping.
