< Seller agreed to pay [refund] shipping charges but has not paid me >
It's possible that the seller was, how to say this, less than honest. The only way to make certain the seller will pay the return shipping is to use eBay's money back guarantee to formally open a "doesn't match description" return. You may have seen this called NAD which means Not As Described. If all you have is a conversation with the seller where s/he agreed to refund your shipping, don't hold your breath. Next time, come to this forum and ask for advice.
