How do I get me purchase fulfilled from the seller if?

If the purchase was refunded because the initial shipping was $10.05 for a anime figure, but seller said shipping is $62, shipped from West Covina, CA to Cincinnati, Oh, the dimensions of said item is 19.5cm or 195mm or 7.677in and weighs 600g or .6kg or 1.323lbs, I'm at a loss seller refunded without communication, I want the item it's why I paid for it. USPS website quoted a ground box at $19.05 or USPS flat rate large box at $34. The seller also just sold a different product similar with the $10.05 shipping. The item I bought was a good deal, I don't know if seller had fomo about the price or if this is actually on overseas seller with a "US" location. Thanks, any help appreciated.
