How do I get help from Ebay when seller doesn't return postage?

The item sent was not as described. The seller told me to send it back. She did not mention a label. I sent it back promptly . She refunded what I paid, but not the $15.10 I paid for return postage. She has said she would talk with Ebay, then said since she bought a label (not used) I should talk to them. When I talked to someone, I was told they could refund her label and if she didn't refund, they could hold take money from her account and pay me. BUT..... I cannot figure out any way to contact them. Online and a phone call just go to AI and go in circles. Awful! Please help. Thank you.

Mentor3 weeks agoFor future reference, this is how you go about returning an item:
ebay's Money Back Guarantee expires 30 days after receipt of the item.
Go to My ebay > Purchase History
Locate the item. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on More to see that option. The seller will need to provide a prepaid shipping label for its return. ebay sends you a link to print out the label. Print out the label, affix it to the box, and have the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund you within 2 days. If no refund, go back to the case and click on Ask ebay to step in, to force the refund.
