How do I get a hold of a live person on eBay

Question

I bought a tire looked at it closer it had cracks so tried to cancel they shipped it.they intercepted package it was returned to seller .the received tire back .the sent me a tracking number for a package they received already so now eBay can't step in to help .I could get this resolved if I could talk to a live agent how do I do that? Need help seller trying to keep my money and there merchandise
