How do I get a buyer to return an item after a partial refund

I do not accept returns. Buyer wrote to me he bought the wrong size. I was willing to offer a partial refund, subtracting amount I paid towards the shipping fee. After I clicked send, a screen came up and said if buyer accepts this partial refund they can also keep the item. Is there a way for me to get the item returned or have ebay deduct refund from his account?

If you wanted the item returned, you do not offer a partial refund. What you do is accept the return, and a prepaid shipping label is then made available for the buyer to print out, affix to the package, and when it is returned, you send a full refund to the buyer. When you offer a partial refund, you are allowing the buyer to keep the item.
