How do i fix a policy violation regarding new socks I have listed?

I'm getting a policy violation on two of my listings. Something about standard sizing for footwear. I tried working through the system and finding an answer, but I can't. I appealed, because I feel like i've done the listings correctly, however, i appeal was denied without any detail as to how I could fix it. So that it would be following policy.
The socks are clearly labeled size 9-13 which is what I put in both the description and the title.
What am I missing?

Mentor2 weeks ago@katskuriosityshoppe This is due to eBay news sizing requirements. You will need to pick a "standard" size when creating the listing. I would pick size 11 since it's in the middle. This is so that the size filters can work to find items.
Then include the size in the title and description. Buyers often search using text instead of the filters so your sock listing will be found.
