How do I find a "person" in the ebay organization to actually talk with???

Hello and thankyou in advance for your help,

I am not sure why, but eBay decided to "reclaim" my account I have had since 1998. I have a substantial number of 100% positive ratings. I need to talk with someone to understand why this happened. More importantly, I need to understand how to get my account back.

please help me with your insight.

eBay does close accounts when there are several years of inactivity. Your account appears to still be active however. You're posting under your account right here, so it's not closed.

This sounds like you may have received a phishing email. If this didn't come through your My Messages, don't click on any links or reply with personal information. If you already have clicked links, run a virus scan on your computer, if you provided personal information, change your eBay password immediately.
