How do I file a complaint about someone selling a photo they don't have rights to?

I came across a photo of my deceased Nonna being sold by someone I don't know here on ebay. She has no exclusive rights to the photo, don't know how she came up on it, but she has NO right to be selling it! Any help would be appreciated!

I sell photos of other people's family all the time, here on eBay and at antique shows. You don't have the rights to all photos, family or not. There is nothing you can do or should do. The seller isn't doing anything wrong or against policy. Buy it? Sorry.
