Ebay will notify Sellers when they are eligible to enroll in Spendable Funds. You would not be able to enroll until then.
Keep in mind that once enrolled, you can never opt out. The only way to leave the program is to close your account.
Also, you would need to enable two-step authorization to log in. Here is more information
