How do I appeal from not being able to bid?

I am unable to bid because 2 orders got cancelled because I am unable to transfer funds from savings to spending at the moment

Considering that it takes 4 days before an unpaid item cancellation can occur, that seems to be a very long "moment" to be unable to pay and you should not be trying to bid or otherwise commit to buy as long as that "moment" lasts.

If you did not pay for 2 or more your purchases, the unpaid item "strikes" will remain on your Ebay account for 12 months. Sellers are able to block bids from buyers that caused 2 or more cancellations due to non-payment with the past 12 months.

You may be able to find some sellers that do not have those blocks in place.
